আইএমএফের ধারণা প্রথম সূচিত হয় ১৯৪৪ খ্রিস্টাব্দের ২২ জুলাই তারিখে। এর কার্যক্রমের গোড়াপত্তন হয় ৪৫টি সদস্য রাষ্ট্রের অর্থনীতি এবং তাদের আন্তজার্তিক লেন-দেন-এর ভারসাম্য নিয়ে নিয়ে। ১৯৪৫ খ্রিস্টাব্দের ২৭শে ডিসেম্বর ২৯টি রাষ্ট্র আন্তর্জাতিক লেন-দেন ব্যবস্থাকে স্থিতিশীল এবং নিয়ন্ত্রণযোগ্য রাখার লক্ষ্য নিয়ে একটি [[চুক্তি|চুক্তিতে]] স্বাক্ষর করে। এর ভিত্তিতেই আইএমএফ আনুষ্ঠানিকভাবে স্থাপিত হয়। আন্তর্জাতিক ব্যবসায়-বাণিজ্যে স্থিতিশীলতা আনয়ণই এই সংস্থার মূল লক্ষ্য।
আইইএমএফের একটি 'বোর্ড অব গভর্নরস' রয়েছে যা এই সংস্থার সর্বোচ্চ নীতিনির্ধারক পর্ষদ। একজন মূল গভর্নর এবং প্রতিটি সদস্য রাষ্ট্রের জন্য একজন করে পর্যায়ক্রমিক
