This template functions as an accessor to the desk configuration switches. Basically it's a lot shorter than typing out the whole wikipedia reference desk / header / whatever every time it's included, which is a lot of times. header/externopts should probably be outside of reference desk space but who are we kidding here, it's RD header code and the rest of the code is there too. It should be portable (though I doubt it actionally is) if for some reason someone wanted to use the exact same tabbed menus somewhere else (another wiki? it's GFDL)
